Consultation on the Proposed Submission version of the West London Waste Plan

What is this consultation for?

The London boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond-upon-Thames and the Old Oak and Park Royal Development Corporation are inviting comments on the Regulation 19 Proposed Submission West London Waste Plan (WLWP).

The Proposed Submission WLWP sets out the proposed planning strategy for waste management in the plan area up to 2041, including identifying sites proposed to be safeguarded for waste use.

Background

This version of the Plan has been informed by comments received as part of the previous ‘Regulation 18’ consultation on the Draft Updated West London Waste Plan which took place between 11 December 2025 and 5 February 2026. Whilst the Regulation 18 consultation stage has closed, the documents published as part of this stage are still viewable below under the Regulation 18 phase tab 1 (at the bottom of this page). A Regulation 18 Consultation Statement can be viewed under phase 2 below, enabling those who commented during the previous consultation to see how their comments have been considered.

What is being proposed?

The Proposed Submission WLWP includes a Vision and five Strategic Objectives, along with seven policies that will guide decisions about waste related planning applications, or applications for planning permission which would impact on safeguarded waste sites as follows:

• Policy WLWP 1 – Safeguarding and optimising waste site network
• Policy WLWP 2 – Provision of additional waste management capacity
• Policy WLWP 3 – Residual waste management and energy recovery
• Policy WLWP 4 – Ensuring high quality and resilient waste facilities
• Policy WLWP 5 – Recovery and disposal of waste to land
• Policy WLWP 6 – Circular economy and resource efficiency
• Policy WLWP 7 – Wastewater Treatment Infrastructure

Who can respond?

We would like to hear views from our local communities, businesses and other stakeholders as to whether the Plan is ‘sound’ and has been developed in line with legal requirements, including whether it is in general conformity with the London Plan.

This is the final opportunity to make representations prior to the proposed submission of the WLWP in December 2026 for independent examination.

What do I need to take part?

All the information needed to take part in the consultation can be found at the bottom of this page within the Phase 3 'Collecting your feedback (Regulation 19 consultation)' tab and within the Statement of Representations Procedure document. This includes the Proposed Submission WLWP, the Regulation 18 Consultation Statement and all supporting and evidence documents. Printed copies of the Plan and key supporting documents will also be available to view at the west London Boroughs’ and OPDC’s main offices and selected venues in the West London Waste Plan area.
