
Consultation on the draft West London Waste Plan
The London boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond-upon-Thames and the Old Oak and Park Royal Development Corporation are inviting comments on the Draft Updated West London Waste Plan (WLWP).
The Draft Updated WLWP sets out the proposed planning strategy for waste management in the plan area up to 2041, including identifying sites proposed to be safeguarded for waste use.
The Draft Updated WLWP includes a Vision and five Strategic Objectives, along with six policies that will guide decisions about waste related planning applications, or applications for planning permission which would impact on safeguarded waste sites as follows:
· Policy WLWP 1 – Safeguarding and optimising waste site network
· Policy WLWP 2 – Provision of additional waste management capacity
· Policy WLWP 3 – Residual waste management and energy recovery
· Policy WLWP 4 – Ensuring high quality and resilient waste facilities
· Policy WLWP 5 – Recovery and disposal of waste to land
· Policy WLWP 6 – Circular economy and resource efficiency
We would like to hear the views from our local communities, businesses and other stakeholders on what the Draft Updated WLWP ought to contain.
Following the consultation on the Draft WLWP, all responses received will be recorded and considered. There will be a further opportunity to view and comment on the final draft version of the updated WLWP in 2026, before submission to the Secretary of State for examination in public by an independent planning inspector, expected to be in late 2026.
All the information needed to take part in the consultation can be found at the bottom of this page. This includes the Draft Updated WLWP, maps and all supporting evidence. Printed copies of the Plan and key supporting documents will also be available to view at the west London Boroughs’ and OPDC’s main offices and selected venues in the West London Waste Plan area.

- Download and email a response form to WLWastePlan@ealing.gov.uk. A PDF and Word version of the form can be found below. In the Word version you can type in your response and return it as an email attachment.
- Complete and post printed copies of the response form to the address given below. Printed copies are available at the selected locations listed on the consultation portal.
